Experts believe the attack was likely carried out by the Islamic State in Khorasan Province (ISKP), an Islamic State branch in Afghanistan. Professor Greg Barton from Deakin University stated that the ISKP has the motive and capability to execute such an attack, as it is engaged in a rivalry with the Taliban, to which the targeted political rally in Pakistan was closely aligned.
